Mexico is the perfect dictatorship. So declared the Peruvian Nobel Prize-winning author Mario Vargas Llosa, scornfully referring to the fact that only the PRI (the Institutional Revolutionary Party) had ruled the country between 1929 and 1990. That finally changed in 2000, when the PAN (National Action Party) came to power, but Mexico is once again a perfect dictatorship today.
